Even in the Absence of Regulation, Dutch iGaming Market Will Continue to Grow

The Gaming Authority () yesterday released its latest report on the Dutch iGaming market.

The KSA estimates the current size (GGR) of the online market to be €296m: 13% of the entire Dutch gambling market (including lotteries). The number of online punters in the Netherlands is now estimated to be 437,000.

According to the KSA, the Dutch iGaming market will continue to see strong growth, even in the absence of new legislation which would officially legalize online gaming.

Assuming the existence of a regulated online market by early 2017 and an online gambling tax rate of 20%, an estimated 76% of the Dutch iGaming market will be captured by licensed operators by 2020 – 4% short of the officially stated goal. However, the KSA also notes that it is not unreasonable to expect that licensed operators may still increase their market share in subsequent years.

Despite concurrent expansion of the online market, land-based lotteries are still expected to see significant revenue growth. The KSA also took pains to note in its report that due to a large number of simultaneous regulatory changes no causal connection can (or should) be drawn between the liberalization of the Danish online gambling market (often held up as an example) and the subsequent decrease in charitable contributions by Danish lottery operator Danske Spil.
